Parental allowance is intended to support families in sharing responsibilities as partners and to achieve a good work-life balance for mothers and fathers. Particularly with the introduction of ElterngeldPlus and the partnership bonus, the social change of gender-stereotypical role images of mothers and fathers is to be further promoted and ultimately also equality in the labor market.

The German government has set itself the goal of increasing the proportion of fathers receiving parental benefits to 65% by 2030.
