Girls and women are reached at different levels by German development cooperation (3 levels: individual, institutional, policy level). The value of the indicator is highly dependent on the level supported, as more girls and women are generally reached through the promotion of institutions or policy areas than in the case of individual measures. The indicator does not make any statement on the success, scope and quality of the qualification measures, which can be quite different. Information from the German Federal Ministry for Economic Cooperation and Development (BMZ) on funded projects that were in the implementation phase in 2015 was used as a data source. These measures include all short-, medium- and long-term formal and non-formal vocational training measures in developing and emerging countries. According to the DNS, overestimations and multiple counts may occur during the counting process.

The German government is pursuing the goal of successively increasing the number of girls and women in developing and emerging countries with vocational qualifications through German development cooperation by one third by 2030 compared with 2015. This indicator was first collected in 2015; this value is also the most current value to date. This means that no progress or trend can yet be identified.
