SDG 16 includes targets against violence, human trafficking, rule of law, illicit financial flows and corruption, as well as on transparency, access to public information and war and terror, with the main objective of promoting peace, justice and strong institutions. Depending on which indicators are used to measure progress, the achievement of the goal of a more sustainable Germany by 2030 is assessed differently. The progress calculation of the official German Sustainability Strategy includes 4 indicators, 2030Watch adds three indicators.

The German Sustainability Strategy comprises 4 indicators and measures the number of crimes, corruption at home and in the partner countries of German development cooperation, and the number of projects to secure, register and destroy small arms in the Global South. 2030Watch proposes an extended list of indicators. This extended indicator list includes the 4 official indicators and adds 3 indicators to thematically broaden the debate on SDG 16, drawing attention to illicit financial flows, arms exports and the right to information. From this supplementary set of indicators, progress is calculated at 82.6 percent.
